Project Description
|
The Office of General Services, Design and Construction (OGS D&C) is seeking proposals to enter
into a contract to provide construction management services as outlined in the scope of services.
OGS D&C intends to award one (1) contract with an initial value approximately $8,000,000 for the
duration of three (3) years with two (2) one-year optional renewals. The State will utilize a “Best
Value” selection process to ensure optimum quality, cost, and efficiency among responsive and
responsible firms. For purposes of this Request for Proposals (RFP), the term “Owner” refers to
OGS D&C.
The Construction Manager (CM) shall act as an adviser to OGS D&C during the Design Phase of
various projects, and as the partner of OGS D&C in a collaborative relationship with OGS D&C
staff during the Design and Construction Phases to review the documents, organize and direct the
timely completion of various projects and assure compliance with the contract documents.
The Construction Manager (CM) will assist OGS in the overall management of the Empire State
Plaza Infrastructure Program. This program includes approximately $150 million in construction
value spanning close to 30 projects that will upgrade and replace aging infrastructure at the
Empire State Plaza over the next five years. Work will include upgrades and modifications to fire
alarm systems, escalator and elevators, and existing mechanical and electrical
equipment/services to increase energy efficiency. Also included will be structural repairs to the
surrounding stairways, tunnels, parking garages storm-water collection systems, etc. and the
repaving of the surrounding parking lots and roadways that serve the plaza. Projects are in
various stages of design. It is anticipated that up to seven projects will start construction during
the 2023 construction season with approximately $30 million of work slated for each of the five
years. The CM firm will be responsible to provide all staffing required to successfully
manage/inspect the construction work and shall have a minimum of ten years successfully
managing multiple ongoing construction projects at a single facility/campus. Services will
include, but not be limited to, constructability review, field check, value engineering, bid package
review, scheduling (both during design and construction phases) and construction management
services.
