Special Notice - New York State Surety Bond Assistance Program
  The New York State Surety Bond Assistance Program provides credit support, training and technical assistance to qualified small businesses or Minority Women-owned Business Enterprises (MWBEs) in New York to help them secure surety bonds for State contracting. The program provides collateral support in the form of an Irrevocable Letter of Credit up to 30% of the base contract amount. The maximum contract size is limited to $2 million. The training and follow-up technical assistance for contractors seeking surety bonds will be facilitated by the Dormitory Authority of State of New York and the Small Business Development Center network statewide.

New York State Public Buildings Law § 8(6)
  Pursuant to New York State Public Buildings Law § 8(6), effective January 11, 2020, for any projects where the project design commenced on or after January 1, 2020 and for any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable New York State certified Minority or Women-Owned Business Enterprise (“MWBE”) that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder provided that the MWBE bid is $1,628,283 or less, adjusted annually for inflation as of March 1, 2024. If more than one responsible and reliable MWBE firm meets these requirements, the MWBE firm with the lowest bid will be deemed the apparent low bidder.  
 
State Finance Law § 143(1)
  Pursuant to State Finance Law § 143(1), effective January 11, 2011, D&C will waive the required deposit for Bidding and Contract Documents upon request by any Minority- and Women-Owned Business Enterprise certified pursuant to Article 15-A of the Executive Law or any Service-Disabled Veteran-Owned Business Enterprise certified pursuant to Article 17-B of the Executive Law.
