| Effective February 2020, the OGS Design & Construction Group (D&C) implemented the Infotech Bid Express® service (www.bidexpress.com) for electronic processing of all architectural, engineering and surveying (i.e., qualifications-based) consultant procurements. Such consultant vendors use the service to download D&C’s Request for Qualifications (RFQ) packages, upload proposals, and obtain procurement status updates.

| Effective May 2026, OGS D&C will begin utilizing the Infotech Bid Express® service (www.bidexpress.com) for electronic processing of Request for Proposals – RFPs (i.e., best value) procurements. RFPs are used to procure construction management services, design-build, and other best value services. (For more information on Electronic Bidding click here.) |

| At this time, D&C will not be using the service for Invitation for Bids - IFBs (i.e., lowest price) procurements. IFBs are used to procure some testing services, and commodities. |
